From the spec:
The Prepare Append Algorithm:
https://w3c.github.io/media-source/#sourcebuffer-prepare-append
Step 3 states:
"If the HTMLMediaElement.error attribute is not null, then throw an InvalidStateError exception and abort these steps."
We do not reject buffers when a decoding error occurred.
