STR:
1. Receive a notification (eg: take a screenshot, pressing volume down + power) while phone is locked.
=> Notice that the notification is displayed.
3. Unlock the phone.
4. Lock the phone, then wake it up (without unlocking it)
=> notice that the notification is not displayed.
5. Unlock the phone
=> we still have the blue line indicting the notification is unread.
6. Display Utility Tray, then dismiss it.
7. Lock the phone.
=> the notification is still not displayed.
8. Reboot the phone. Wait some time that the notification is resent, it might take some seconds.
=> the notification is displayed, but it should not be displayed to be consistent with previous state.

[Blocking Requested - why for this release]: hits me everytime I reboot my phone.
