119571 - Remove modality from dialogs that don't need it

Now that the patch for bug 83643 is going to be checked in, all modal dialogs
that have parents will appear as sheets on Mac OS X. Not all the dialogs that
currently are modal and have parents should be sheets, however. A dialog should
only be a sheet if it needs to block its parent window until it is dismissed. In
addition, its contents should only be applicable to its parent window and not to
the app as a whole.

This _really_ needs to be addressed for Mozilla 1.0 as it has major UI 
implications under Mac OS X.  And while the bug was logged as Platform:/OS: All/
All I'm changing it to Macintosh/MacOS X to reflect that (although the dialogs 
are XP I believe)

Then someone needs to provide a list of the dialogs that are currently
incorrectly modal. If I understand this bug correctly, the fix is very easy,
just removal the modality flag from the necessary window.openDialog calls.
Anyone could do it.

The UI for Message filter should not use sheets.  

This has been an issue for me lately due to a need to filter out a lot of
garbage mail.  As I am creating a filter, it would have been useful to be able
to look through my email for relevant addresses without having to first close
the sheet for the message filter that I was editing and then closing the sheet
for the message filter list.

Fixing this would also eliminate one case of Mozilla having multiple sheets
simutaneously.

Reassigning obsolete bugs to their respective Seamonkey owners (i.e. nobody). 
If you want this fixed for Firefox, change the Product and Component accordingly
and reassign back to me.
