(Spinning this off from bug 1194895 comment 24 - 25) STR: (starting with fresh profile) 1. Visit a few sites that aren't linked from the default newtab tiles, so that you've got more than 9 tiles available. e.g. click these links: https://duckduckgo.com/ http://us.blizzard.com/ https://bugzilla.mozilla.org/ 2. Open a new tab. 3. Resize your browser such that it shows a 3x3 grid of tiles. 4. Click a tile and drag it to a different position. (E.g. click the 2nd row's rightmost tile, and drag it to the center position.) ACTUAL RESULTS: A scrollbar appears after the center tile moves out of the way (and the scrollbar remains until you drop the tile into its new position). This is because a 4th row of tiles has mysteriously shown up (offscreen), for no clear reason. EXPECTED RESULTS: No scrollbar / no spontaneous 4th row of tiles when you're dragging a tile around.
