1197440 - Make forward button look enabled while animating to avoid pop in

bug 1197413 made a change that cleaned up the code but causes the button to "pop" enabled/disabled when it finishes/starts animating, which doesn't look great. The reason is because we disabled the forward button during animation so users can't click it while animating and screw up the animation.

Instead, we should set the button enabled, but take no action if the button is animating.
