1198754 - Thumbnail removal message is overlapped by the cog wheel when the browser window is resized

Affected builds:
- latest Nightly 43.0a1
- latest Aurora 42.0a2

STR:
1. Open Firefox and navigate to about:newtab
2. Delete one thumbnail.
2. Reduce the browsers width to it's minimum (the overlap will start before reaching minimum width) while the thumbnail removal message is displayed.

Expected Results:
There should be no UI issues and glitches when the browser is resized.

Actual Results:
The cog icon overlaps the thumbnail removal message.

Notes:
This issue is not e10s related.
There already are bugs logged for the cropped elements at minimum page width (bug 1089610) and the overlap between the cog wheel and the search bar (bug 1168818).
This issue seems to be a regression since is does not reproduce on Beta and Release channels.
Will update with the regression range as soon as possible.
