1200743 - Can't drag file from downloads panel onto tabsToolbar (between tabs - to open new tab)

STR:   (Win7_64, Nightly 43, 32bit, ID 20150901030226, new profile, HWA off)
1. Open https://bugzilla.mozilla.org/skins/contrib/Mozilla/tabzilla.png
2. Save that image
3. Click downloads button on toolbar (downloads popup will open)
4. Drag and drop downloaded image "tabzilla.png" to the TabsToolbar (between any 2 adjacent tabs)

Result:       Nothing happens
Expectations: Tab containing the downloaded file should open

I think regression window would be helpful here (ofc if the issue is reproducible).

Oh, also note that there may be dupes... I haven't find any with query "download drag"

Regression from bug 1121946. You found it first, but it looks like bug 1207634 already has a tentative patch up, so I'm duping it to that.
