1201224 - Stop unifying test package during universal builds

We haven't run tests on 32-bit Mac in a while (since we dropped 10.5, I think), so we don't actually need our test package to have universal binaries. We should be able to skip unifying the test package which would save a bit of build time and also let us avoid annoying unify errors that we hit from time to time.
