1201940 - Send URL to FxOS Smart TV

Requirements:

- Be able to send a current tab (the URL) to a connected FxOS Smart TV where the URL will then load in the FxOS Smart TV browser
- The option to send to the TV should only be available when fennec and the TV see each other (sitting on the same WiFi)
- On the FxOS TV, the sent URL should 'wake up' the Firefox browser on the TV and load the tab.

User Stories:

- As a user, I want to be able to easily send a URL (current tab) to a connected TV, so I can view the tab on the big screen (share a Facebook post or a Twitter account or read an article on a bigger screen) in the 'here and now' (and 'immediate' action and not a 'read it later' action).

Acceptance Criteria:

- Send a tab to the TV from an intuitive menu without having to log into FxA on my TV
- Tab loads on the FxOS TV after 'waking up' the browser and loading the URL

Additional Info:

- Looking to employ existing 'send to...' paradigm (screenshot attached)
- Fx 43 is preferred, but can also land in 44 or, if absolutely required, 45
