I can't establish an http/https connection to pdu1.r201-6.ops.releng.scl3.mozilla.com (doesn't look like anything is running), so I'm unable to control these hosts remotely.

Can you please make sure that the PDU is configured correctly with the necessary services turned on and the necessary users/passwords created for moco and releng?
my bad, ssh is enabled, http wasn't. fixed, please try again.
