There are several tables in the reference data schema that should have a unique constraint. It's easy to spot them looking at the data insertion queries in https://github.com/mozilla/treeherder/blob/b8872e574249fb9226628b22ce8fd83f81899248/treeherder/model/sql/reference.json.
Depends on: 1282907
Bug 1282907 took care of a chunk of these, but some still remain.
I think we're pretty much good here now.
