Well it's not on here -

Some magnifying glass type desktop utilities or remote desktop type applications can turn this on. Maybe you ran something that triggered that? Try resetting the 'browser.tabs.remote.disabled-for-a11y' pref and try to correlate the prompt with something you're doing.

I think I haven't (I basically never use the machine where I'm seeing this), but I'm not totally sure.

By "prompt" do you mean the message in about:preferences? Or is there a prompt dialog? (I've never seen any prompt dialog show up).

Fx prompts via a little drop down doorhanger to restart if a11y turns on and we have to turn e10s off. Once you reset that pref if a11y turns on again you should get a message asking you to restart the browser. At which point you should be able to correlate what you might have been doing that triggered it.

I'm pretty sure I've never seen the doorhanger.
I'll reset the pref and see what happens.
