1203493 - Content Ratings do not match what IARC page shows

STR:
- Submit an app
- Go to Content Ratings, click the button to Create a new IARC Certificate
- Fill in the IARC form, indicating that your app has fear/violence against humans and non-humans. When asked for further details, indicate that it has extreme blood and violence shown. Say no for the rest (the app does not need online, does not have digital purchases, does not have user interaction, does not need your location)
- Work around bug 1203489 by manually setting the submission code and the security code from IARC page (deduce the submission code from the URL in the IARC window)

Expected Result:
- In Marketplace Content Ratings page, show a PEGI 18 classification for Europe, like the IARC page shows

Actual Result:
- In Marketplace Content Ratings page, a PEGI 16 classification is shown. The "violence" icon is not shown, instead an "Online" icon is shown, despite having indicated to IARC that the app does not have online functionality.
- In addition, Marketplace shows that the app uses the following interactive elements:  "Shares Location Digital Purchases Users Interact Shares Info", despite IARC showing that it uses none of those.

Same thing happens to my app today.
My app is 3+ by IARC certificate, but Marketplace shows 16+.
