I wanted to needinfo someone on a security bug.  I needinfo'd them, but got an error along the lines of: "You need to enable letting people on the cc list see the bug".  I'm assuming the auto-cc-on-needinfo is disabled for security bugs.

So I hit back, and the needinfo field and cc field were empty (I had explicitly cc'ed someone else).  I noticed that the "allow cc'ed people to see stuff" was already checked.

I re-added the needinfo and added the problematic user to the "add to cc" box.  But it still didn't work, and when I hit back the needinfo/cc boxes emptied themselves again.  I ended up having to workaround by first adding the user as a "cc" in one step, then needinfoing in a second step.

Additional edge-case context: As noted above, I was cc'ing someone else at the same time, and there were two people I was needinfo other-ing, one of whom was the reporter of the bug (and presumably has the relevant security bits).

I'm not quite sure what mixture of core bugzilla and extensions and all is the right place for this, so I've placed this in general to get triaged.

the clearing of the cc field is bug 1172418.  once that's fixed we should re-test this issue.
