1172418 - user fields are cleared when navigating back to a page (eg. after an error)

bugzilla.mozilla.org with the need experimental design

Trying to CC an email address not belonging to a Bugzilla user silently removes the valid review requestee address set to r? on an attachment attached during bug creation. That address is gone when returning from the page warning about the non-existant CC user.

CC where exactly? Default "CC List" field on show_bug.cgi? Some other place? Exact steps to reproduce welcome.

bfcache doesn't restore fields with autocomplete=off, which non-native autocompletion libs need to set.

- update devbridgeAutocomplete to v1.2.24
- set autocomplete=on on pagehide, reset to off on pageshow
