In current Nightly, with my normal browsing profile, New Tab Page *insists* on having 3 rows of tiles. If my browser isn't quite tall enough to show 3 rows, then it just has the 3rd row overflow and creates a scrollbar.
This didn't used to be the case -- we used to simply remove rows that didn't fit.
Maxim describes the reason for the current (new) behavior in bug 1194895 comment 55. I'm filing this bug on adding a pref that lets users (like me) request the old behavior -- to tell New Tab that it's welcome to discard the 2nd or 3rd rows if they don't fit. (even if they have a history tile -- IIUC, that's currently the thing that makes those rows stick around)
