+++ This bug was initially created as a clone of Bug #1186285 +++

Josh and Vance say that v2.1s can be officially EOLed in automation now.

What's changing:
* No more builds/tests on the releases/mozilla-b2g34_v2_1s branch.
* No more automatic security backports to the v2.1s release (i.e. sec-high/crit bugs).
* The blocking-b2g:2.1S flag will be retired.

What's NOT changing:
* The status-b2g-v2.1 tracking flag will remain enabled (similar to the other v2.0/v2.1 tracking flags) so new security bugs can be tracked as needed. Per above, the presence of this flag does NOT mean that security patches will be landed on our EOLed branches. Any backports will be the responsibility of affected partners at their discretion.

I'm CCing various stakeholders to weigh in on this plan before proceeding. Speak now or forever hold your peace :)
