Create client-side experience (detailed in https://drive.google.com/a/mozilla.com/file/d/0By5ZvBZQRgjRUVV3Z19wX2pYRmc/view), which presents -- at most -- a banner and a single page that exposes apps to be installed -- this should use the alternate route as well. Note: outside of this UI, nothing about the install paths for these apps is affected by this. No zero-rating applies outside of this UI/experience.
