1205754 - Improve Firefox Account and Sync notifications in Fennec

Right now, we use Android notifications (in FxA and Sync) for exactly one thing: to signal a problem connecting to your Firefox Account.

This ticket tracks a few things:

1) using the new sync_problem icon from Material Design instead of just the branding icon when we actually do have a problem;

2) showing a "Welcome to Sync" or "Welcome back to Sync" notification when you sign up/sign in or re-authenticate;

-- Preferably with a Sync icon with a checkmark in the middle, similar to how the sync_problem is a Sync icon with an exclamation mark in the middle.

3) in the future, showing a spinning Sync icon during the first Sync, that stops spinning and goes to a Sync-with-checkmark icon automatically after the first Sync is complete.

antlam has also asked us not to vector through the Status Activity when we click on notifications.  That is, rather than notification -> Status -> see red button to reconnect, just notification -> reconnect screen.

I can also probably provide our "sync" spinning arrow icons.

I think this still makes sense. But I could be proven wrong.
