I think the notification process has changed in the past year or so, since I don't remember having seen that automatic popup in a while now.
My recollection of how the notification process works now is that if you open the "About" window, there is always a "Release notes" link but it links to the release notes for the currently installed version, not the version that is pending installation (if any). Thunderbird just notifies you if there is an update available but doesn't give you a link to the release notes of the update (although I could be wrong here).
If Thunderbird downloads the update automatically, it gives you a notification of some sort that a restart is required to apply the update, but again according to my recollection that notification doesn't include a link to the release notes of the new version.
In any case, I don't remember noticing any problems with the "Release notes" links in a while now. So you can probably close this bug.
