Not sure this is a bug in Firefox or the NoScript extension, but I can reproduce the issue with Firefox 41 and 42, but not with 40, 43 and 44.
When javascript.enabled is false, content in <noscript> is displayed.

This is definitely due to the patch in attachment 8658523 [details] [diff] [review] landed with bug 1194856.
Working around in next NoScript dev build and release, thank you.

The work around has just been released in NoScript 2.6.9.47, https://noscript.net/getit
Keeping this bug open and dependent on bug 1194856, to watch out for the case its ultimate fix breaks NoScript again.
