1209211 - create new e-mail-account fails, only news account offered

Steps to reproduce:

ich usre Seamontey ver. 2.33.1 with Linux/opensuse 13.1

i try to create an new mail-Acount. 
First ich clicked on any mail account and than on Account-create a new account.
Wizzard-Windows opens and offers only creation of an newgroup account.

The same effect appears, when i first go to view-account-settings, and then try to create a new mailaccount


Actual results:

only option to create an news-account


Expected results:

opportunity to chosse mail/news/rss-account

More or less REPRODUCIBLE with  German SeaMonkey 2.38b1  (Windows NT 6.1; WOW64; rv:41.0)  Gecko/20100101 Firefox/41.0 Build 20150904215228  (Classic Theme) on German WIN7 64bit: Wizard directly starts with identity dialog, skips account type selectsion.

This one probably is a DUP of "Bug 1179680 - Lost ability to add new mail/news accounts", what itself is a DUP of  "Bug 521861 - After creating news account through clicking news URL Account Wizard is broken (skips account type selection, bound to invalid news account) "

Please describe more detailed what you observe, contribute screenshots .... I haven't a clue what "offers only creation of an newsgroup account" might mean.

Attachment: on clicking 'new accoount' this would be expected - but on my system ist skipped

It's impossible to select newsfeed- oder mailaccount

Thank you for additional info, so this one indeed is a DUP of Bug 521861 (via Bug 1179680).

Please feel free to reopen this Bug if you find out that the fix for the other bug does not solve your problem or if you see other well founded indication that you fond an independent bug.
