Steps to reproduce: 1. Open developers hub and start the app submission process. 2. At the set content rating step click on Create an IARC certificate, fill the form and then click the confirm button. Expected results: The content rating is set to the app. The content rating can't be set. The request for content rating is failing with 404 error. Notes/Issues: Also the workaround to manually set content rating can't be used because of: Bug 1203493 Verified in FF43(Win7) Issue can be reproduced in mp-production.
