The 42b3 build available here:
https://ftp.mozilla.org/pub/firefox/candidates/42.0b3-candidates/build1/win64/en-US/

don't have a voucher.bin file in them. This means that EME is not going to work in these builds. It's critical that we fix this before 42 ships, and the sooner the better so we can have a chance to test this.

I just looked at a nightly build log at http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/2015/10/2015-10-02-03-02-04-mozilla-central/mozilla-central-win64-nightly-bm85-build1-build6.txt.gz and it looks like we do package voucher.bin.

Also I downloaded http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-mozilla-central/firefox-44.0a1.en-US.win64.installer.exe and extracted it using 7z and the file is in the package.

Also I checked Win64 Dev Edition and voucher.bin was in C:\Program Files\Firefox Developer Editon\

Rail, does bug 1135320 need to be uplifted to Beta 42? It landed in Nightly 43 so that explains why you see Win64 voucher.bin in Dev Edition (43).

Yeah, I'd nominate bug 1135320 for beta in this case.
