Once u have click bookmarks from the sidebar, the bookmark sidebar scollbar (if
present) acts as page navigation forward/backward in history.
Reproducible: Always
Steps to Reproduce:
1. Create a new profile and select modern theme
2. select bookmarks sidebar; expand bookmark folder such that scollbar is shown
on the sidebar
3. click on any bookmark in the bookmark sidebar
4. try to click up or down arrow on the scollbar; the page will go
backward/forward in the history.
Actual Results: The up/down arrow acts as history navigation buttons.
Expected Results: The arrows should scroll the side bar only.
This has been happened for a week. I have tested only on w2k platform.
on linux it just keeps reloading the page of selected bookmark - bug 121180
(testing with old profile)

sorry, I've reported wrong behavior.
The problem here (w2k) is the same as yours in linux; it is not backward/forward
history navigation. When clicking the arrows in tab browsing, it will load last
page of selected bookmark in current tab.
