Launching an app using the old home screen and then switching to the new home screen will result in randomly missing apps. This is different than bug 1213233
where all icons on the homescreen are missing.

Repro Steps:
1) Update a Aries to 20151012110146
2) Flash the device to the latest build and complete the FTU.
3) After reaching the homescreen, launch the contacts app.
4) Go home, go to settings and switch to the new homescreen.
5) Observe all the icons on the homescreen.

Actual:
There will be randomly missing icons on the new homescreen.

Expected:
All icons appear correctly.
