I did not face this behavior on my another computer. but on this one, once I open firefox and open several tabs, and while closing the tabs one by one, the last tab always stays open. 

The url does not remain the same, I mean a window with one about:newtab always remains.

But the tab close button on the last opening tab should close firefox window.

As this is a specific problem only on this computer of mine,  hardware configuration might be necessary.

sorry for the late reply.
My bad, it is a silly report.

This can be controlled from about:config setting this 
"browser.tabs.closeWindowWithLastTab" to true or false.

Closing the bug.
