Hi Chris,
I tried with the latest build but found this issue still exist.
Could you please help to check this issue? Thank you.

STR:
* Tap browser icon
* Navigate to web page
* Tap home
* Tap browser icon

Expected:
* First window re-used

Actual:
* First window opens, then a new window with the browser start page immediately appears, please refer: https://youtu.be/gjMKFi8fOJw
