Details
The tri-state pref for tracking protection, introduced in bug 1185163, is visible in restricted profiles - but private browsing is disabled by default (can be enabled though). Options: 1) Hide this setting in restricted profiles. 1.1) Tracking protection might become a setting for the device admin in the future instead 2) Make the setting super complex to handle the different states (Private browsing on -> Enable/Private/Disabled, Private browsing off -> Enabled/Disabled).

We should probably hide this setting in restricted profiles, mainly to avoid needing to add complexity around whether or not private browsing is enabled. Having it be a device admin setting sounds smart, especially since we've been talking about wanting to find a way to integrate tracking protection with FFB.
