This doesn't need to block bug 1195470 does it ? Homescreens are not linked to add-ons. Same for its dependency, bug 1216324.

Correct. I was making changes too late at night.

I'm going to block 1214730 on this, even though it's not technically a blocker, but it is the same set of functionality so it'd be good to treat it all as a whole feature set, even wrt device.

User can open marketplace from settings -> Home Screens -> Change Home Screen -> Get More Home Screens. 
However, home screen category is not ready, which is tracked in bug 1193284.
