If you disable the screen reader with the volume up/down shortcut (press volume up, then down 6 times (I think)), normal touch input is not enabled, but the screen reader is turned off.
At this point, you can only lock the phone or enable the screen reader.

Actually, this also happens via the Settings menu.

Looks like this was fixed in bug 1220860 and uplifted. Please reopen this if this issue is still observed.
