My choice - have a new tab open to my selected HOME page - is not listed there. Expected results: I need an option where a New Tab opens to my home page. NOT blank - whatever good that may be and NOT to "suggested sites"!

This should not be an enhancement - is a change to how it used to work. The old way seems to be gone.
Based on the description you provided, you're asking for a UI option to set the New Tab page to your homepage. That was never available, therefore it's an enhancement request and a duplicate of bug 850284. The ability to set the New Tab page to whatever you want via about:config would be a duplicate of bug 1178837.
Yes it was available as a configuation setting. Either the setting is gone or the new version wiped it out. I have not yet looked at the configuration settings...I should not have to reset that on every upgrade. This is not an enhancement.
