Steps to reproduce:
I visited The Washington Post website through a google search link. After that I wanted to visit another site by way of typing its address directly in the address bar, but I noticed that I couldn't.
Actual results:
When clicking any part of the address bar (not only the padlock icon) instead of being prompted to write text it displayed the site certificate credentials. As the text title extends through all the address bar there is no way to type any text to the address bar. This happens with green padlocks buttons which contains long text titles. The docs about green padlocks says: "Not only does the padlock turn green on the Paypal site, it also expands and displays the name of the owner in the button itself. " This behavior does not occur with the rest of network security buttons. Also it seems that the refresh icon or button gets out slightly of its layout.
Expected results:
I as an user expected to be able to type text in the address bar. I would like green padlock button to adhere to the rest of the buttons' behaviors, whose action areas limit to their icons dimensions and do not expand as green padlock buttons do, thus I don't have these buttons eclipsing my address bar. Or at least limit text size on this kind of buttons. The refresh button in the address bar should remain inside the layout.

There's already a limit in place. In your case, “The Washington Post (WP Company Llc)” is truncated to “The Washington Post (WP Co…”. I suppose the maximum width could be constricted further.
Tentatively confirming this. Your screenshots show you've reduced the location bar to the point that it's almost useless. I'm not sure that's a usecase that should be handled.

I didn't reduce the address bar manually, it got reduced by Firefox's layout manager I suppose. Anyway it is not smaller than the address bar in the screenshot of the docs for green padlocks and the other buttons.

I still don't get it why green padlock buttons should have a different behavior than the rest. I deem the expansion of this kind of buttons into the address bar, intrusive and annoying. By the way, the refreshing button is not getting out of the layout like before, as described in the screenshots. It seems it was fixed.

::mak, a duplicate was just filed for this 2-year old bug. I'd appreciate it if you could please make a decision (wontfix or assign priority) or pass it on to someone who will.

I don't think it's a wontfix, it's indeed a problem for small windows, and partially Photon made it worse, by adding the flexible spacers.
for now it's a P3 because it's not that critical, plus it needs UX feedback before it can be actionable.

My laptop(Macbook pro 13", mid 2012) has resolution of 1280x800.
Some sites show no address bar at all. It's true I have some extensions installed and their icons take space, but this is not the real issue, as on most sites there is no problem. On some sites though Firefox will display the certificate owner name and if it happens to be long the address bar collapses to practically unusable tiny spot as seen on the attached screenshot (Screen Shot 2018-06-21 at 16.14.38.png ).
IMO this name is completely redundant, and a green lock is enough for 99% of the time, and for the rare cases where a user might need more SSL certificate details all the info is available by clicking the green lock icon.
Agreed with @Svetlozar's Comment 7. Suggest moving Cert name into dropdown menu from green padlock. URL more valuable to user than Cert name. Too much info crammed in a present.
Larger nuisance to users of smaller screens or non maximised windows.

Yes, by default we don't show the extended info anymore, so this is now FIXED
