Using the Z3C foxfooding device with the latest FOTA/OTA installed (build number: eng.naoki.20151007.074137, build identifier 20151023101519).

STR:
1) Using a phone that has a SIM in it, reboot the phone
2) When the unlock screen appears, swipe to unlock
3) At the enter your SIM PIN code screen, quickly press in the input field, so you can enter the code
4) Wait for the keyboard to appear

Expected:
Time between tapping in the input field and the keyboard appearing is <1s.

Actual:
Time between tapping in the input field and the keyboard appearing is ~8s even after multiple presses in the input field.

If the phone was still busy, it should have just waited longer before showing the "enter your SIM PIN screen", rather than frustrating the user.

This probably isn't a keyboard bug, but not sure where else to file.

I guess ideally the keyboard would just be open already, and the user wouldn't have to manually give the SIM code input field focus. This seems to be filed as bug 1205809.
