Description:
In Settings > Cellular & Data, if user toggles on data here, they will receive a message overlay. It will show the overlay with blank description if user has not been shown a confirmation message before. It will show irrelevant description if user has tried to turn on USB before attempting this.

STR:
1) Reboot the device, and have a SIM with Data plan
2) Go to Settings > Cellular & Data > toggle on Data connection

Expected: The warning message overlay should have detailed description about fees may apply if this is turned on

Actual: The warning message overlay shows without description

Optional steps:
3) Go back to Settings > USB Storage, toggle on USB, and hit Cancel on the overlay
4) Repeat step 2.

- Now user will see the message with description from step 3 (see screenshot on next comment).

Repro rate: 5/5

On the logcat it shows this error:

This issue does NOT occur on Flame 2.2. A message saying "Applications will automatically fetch data via data connection when required. Additional data charges may apply" is on this warning overlay.
