See screenshot. (But first of all, note that I used the web console inspector to delete a couple of comment nodes so that it would all fit on one screenshot.)
I was the one who reported the bug and I am assigned. But I'm about to make my first comment and it's showing me that "Add me to CC list (follow this bug)" checkbox (unchecked by default).
This looks like UI noise because surely I'm already included in email notifications of this bug (being the reporter and/or the assignee)

Similarly, when you needinfo someone, they’ll be automatically added to CC even if they’re the reporter or assignee of the bug. This behaviour should also be fixed.
