I have set the sync interval to one hour and to notify yet I don't receive anything.
When I open the mail app is always out of date.

I'm in the build from 20151023.
I believe I've discovered the root issue.
If the app has not been opened since phone start up then the notifications and sync won't happen.

This sounds like a behavior caused by bug 1213169. In bug 1219853, which landed on Oct 31, 2015, we went back to setting alarms directly in email for sync, so I expect this is fixed by that change, marking this as a duplicate. Using a November build should be enough to get the fix.
