1226851 - Remove export or import or both of Outlook CSV format

We might want to consider to remove export or import or both of Outlook CSV format.

The Outlook CSV format has known limitations and bugs. For example a lot of event data cannot be stored in this format and is therefore lost during export. Task data cannot be stored at all. I don't know if the format is still understood by recent Outlook versions or non-en-US Outlook versions. I am not aware that anybody is maintaining the code or plans to fix the open bugs.

Are there any reasons or use cases to keep the CSV export?

If it's very broken, maybe we should uplift the removal to 91 as well?
