1226930 - Profile Manager won't open when Firefox is already running

Steps to reproduce:

1. Create multiple profiles on firefox using 'profile manager'.
Run > firefox.exe -P
2. Close Firefox, open the 'profile manager' again and select one of the listed profiles. 
3. Try to run the 'profile manager' again to open another user profile simultaneously.


Actual results:

When you try to open Firefox profile manager using 'firefox.exe -P' , Firefox doesnt open the 'profile manager'. Instead it opens another window/tab in the already running profile itself.

In the screenshot attached, I opened the default profile first. Then I tried to run the profile manager to open the behemian1 profiles as well, however firefox couldn't show me the 'Profile manager'


Expected results:

firefox.exe -P should have opened the Profile Manager so that the user could be able to run another user profile.
