no passwords show in password manager
when selecting "show passwords only", list is empty
when selecting "update password" or store new password", nothing stored

Related to or DUP of "Bug 1188348 - data manager: domains invisible for Permissions, Preferences, Passwords"? but that one started with 2.39

only with 2.39--rolling back to 2.38 everything works as normal all passwords intact
Same problem on 3 machines, 2 run Win 7 pro and one uses win 7 home premium, all have same problem.
installed malwarebytes, AVG, Avast on the Win 7 pro machines but NOT on the win 7 home premium machine.
Using RDP (remote desktop) on the win 7 pro machines.
No other software installed that is common to all.

2.39 seems to be saving passwords using the JSON file, but it doesn't show up in the sqlite system when rolling back to 2.38 ie searching for bugzilla comes up blank.

@reporter: Please always tell information in bug report comments instead of private mail.
Confirming I have the same problem just started (regressed) on Seamonkey 2.39(32 bit) running on Windows 10 (64-bit).
Password manager appears blank (Tools/Password Manager/Manage Stored Passwords), yet it supplies most remembered passwords correctly when logging in to sites.

Even the unfixed version of Data Manager in Bug 1188348 shows passwords for me. Could you try a fresh profile and see if the error goes away. Do you have saved passwords for hosts without domains or ip addresses?

Yes, it saves new passwords but the old ones are all invisible. It seems to know them when needed, so the new JSON system must have imported them from the SQLITE file. You just can't SEE them anymore! I can't update to 2.39 until this gets fixed. Even if it amounted to decoding the file and saving the data in human readable form so that it could be re-loaded by hand...

Is a dictionary installed? Bug 1208971 was only fixed for 2.41 and up.
Please check that the "spellchecker.dictionary" preference exists in about:config. It does not matter if it only contains a blank string. It just needs to be there.
I have the same problem in Seamonkey 2.40 on Macintosh - french version
and French spellchecker.dictionary exist
Can't no more manage the passwords,...
I returned to seamonkey 2.38
Will this bug be fixed in Seamonkey 2.41 ?

If it is Bug 1188348 then it will be fixed in 2.45.
Does chrome://passwordmgr/content/passwordManager.xul work eg. show your passwords?
