Version changed due to https://developer.mozilla.org/en-US/docs/Mozilla/QA/Bug_writing_guidelines#version
Looks similar to
"Bug 1228737 - password manager nonfunctional in version 2.39"
"Bug 1188348 - data manager: domains invisible for Permissions, Preferences, Passwords"
@reporter:
Do you see indications why this one can not be a DUP of Bug 1188348?

Do you see any error messages in the web console? This is likely bug 1188348.
Does chrome://passwordmgr/content/passwordManager.xul work?
Possibly related - except the SeaMonkey versions wouldn't seem to coincide?
Bug 1062297 - All saved passwords gone after update
Will a newly created/saved password turn up, display?
(Any site that will save the un/pw should work, & the entered un/pw need not be valid.)

No response, probably already submitted with an other bug ID, so I close this one for now.
This one is not a "Help Documentation" bug.
@Reporter: Please feel free to reopen this Bug if you still can contribute requested information.
