Steps how to reproduce with  SeaMonkey German 2.39 final Mozilla/5.0 (Windows NT 6.1; WOW64; rv:42.0 from official download area)  Gecko/20100101  Firefox/42.0  Build 20151103191810  (Classic Theme) on German WIN7 64bit:

1. Launch Browser → 
2. Search for "Validierung"
   » Sows 4 hits
3. Click search hit "Validierungs-Einstellungen"
   Expected: Some contents found
   Bug: Error message "File not found"
   "Datei nicht gefunden
    Die Datei chrome://communicator/locale/help/validation_help.xhtml#privacy_and_security_preferences_validation konnte nicht gefunden werden. 
    Bitte überprüfen Sie die Adresse und versuchen Sie es erneut."
 
Additional info:
a) Was ok with  DE  SeaMonkey 2.0  (Windows NT 6.1; WOW64; rv:1.9.1.4) 
   Gecko/20091017  Build 20091017081335  (Classic Theme) 
   on German WIN7 64bit: Click leads to area "Privatsphäre- &  und 
   Sicherheits- Einstellungen - Validierung"
   (see screenshot)
b) I did not check with what version this problem started

c) I can't find a similar problem with english SM, os this one seems to be 
   concerning a localization issue
