1230081 - Scrolling on partially rendered pages causes judder and other issues

Nexus 7 2013, Android 5.1.1, todays Nightly. All of the below are regressions in this Nightly.

I tested on this URL: http://www.pianoworld.com/forum/ubbthreads.php/topics/1215363/15.html

Issue observed:

Refresh the page, and start scrolling before it's fully downloaded/rendered (this might depend on time of day and your network speed).

Issues observed:

- Extreme checkerboarding (this exists on Firefox 43 as well, but I think it got worse)
- Various positional yanking around. Something similar to bug 743247 with the page starting to shake.

I have problems reproducing the yank, so I'll update if I find a better testcase.

Scroll performance while loading does seem worse. Randall has commented about this before too.

Can you guys try disabling the dynamic toolbar (Settings -> General -> Full-screen browsing) and see if that helps perf during pageload? The toolbar show/hide code impacts both layout (by firing resize events) and composition (by stalling composites at specific times) so it might be responsible here.
