Description:
When selecting Categories section and scrolling up and down, two scroll bars appear on the right side and overlap each other.

Repro Steps:
1) Update a Aries to 20151208121557
2) Open Marketplace app
3) Select 'More' option Select 'APPS'
4) Select 'Categories' 
5) Observe when scrolling inside categories section, two scroll bars appear and overlap each other.

Actual:
When Scrolling inside Categories options section,  two scroll bars  appear.

Expected:
Scrolling a page only one scroll bar should appear without any glitches or effects.

This issue still occurs on Flame 2.6 and Flame 2.5
Result: When User scrolls inside the Categories option section,  two scroll bars  appear.

The two scrollbars are overlapping because one is for the categories list and the other is for the underlying apps list.
