The TP panel in the Control Center should only be displayed in normal mode for users who have turned on "Always" run TP. If TP is not running in normal mode, TP UI is hidden in CC.
In Private Browsing Mode the TP section should only be visible when TP is enabled in either mode. This is probably already taken care of by bug 1178985, but we need to verify that it covers all cases after the introduction of the TP-in-normal-mode option.
