User Story

Summary:
* As an advanced user, I want to always stop sites from tracking me across websites because I want to be fully in control of my browsing activity and I'm aware of the tradeoffs of content blocking.

Acceptance Criteria:
Phase 1: This work is not blocked by platform/services
* User can enable TP in normal browsing mode. Per the mockups, a user can decide to use TP in private windows (Default), "Always", or decide to never use TP.
* Choosing “Always” (use TP) will enable DNT and send the DNT signal to all sites
* TP panel only displays in the Control Center in normal mode for users who have turned on "Always" run TP. If TP is not running in normal mode, TP UI is hidden in CC.
* Users may view/delete all existing site-level TP exceptions (disable for this site) 
* Existing DNT users are not automatically activated for TP, DNT remains on but TP off until they opt-in. 
* For now, the “change block list” button remains until we replace it with granular list toggles for list categories at a later time.
* A text string/link at the bottom allows users to “Manage DNT Settings”. Copy is not final.
* Clicking the “Manage DNT Settings” link launches a modal dialog that shows the DNT UI pref. This pref is checked for previously opted-in DNT users, and becomes checked automatically and greyed out (disabled) when users use TP “Always”.
* If a user turns TP on “Always” then turns TP off, it unchecks the DNT box in the modal.
* When the DNT box is not disabled, (TP is not Always on), advanced users may check/uncheck the DNT box in the advanced modal.
* Telemetry probes: instrumentation for all settings: users running TP in PBM, always, not at all, users who change a blocklist. (We should already have instrumentation around users running DNT.)

Some questions we'd like to answer through testing: do users like the option to run TP all the time? What kind of users, power users or mainstream? Which is our target market? Does our core user understand what tracking is and what the feature does? Or do they need more help here? Some of these questions can't be answered by the Nightly audience which skews savvy so we'll probably need some user testing study here of a broader audience sample.
