Steps to reproduce:
1. Install Firefox 44 (the latest Nightly 44.0a1) from:
http://archive.mozilla.org/pub/firefox/nightly/2015/10/2015-10-29-03-02-58-mozilla-central/
2. Create at least 2 panorama tab groups
3. Update to Firefox 45 (the latest Nightly 45.0a1)
4. Downgrade back to Firefox 44
5. Add at least 2 new panorama groups
6. Update again to Firefox 45

Expected results:
After step 3 Bookmarked Tab Groups is created in the Bookmarked Menu containing all the groups created in step 2.
After step 6, the Bookmarked Tab Groups should be updated with the new groups created in step 5.

Actual results: 
After step 3 Bookmarked Tab Groups is created in the Bookmarked Menu containing all the groups created in step 2.
After step 6, the  groups created in step 5 are not added as bookmarks.

This is a known trade-off of the implementation approach. It also means that if you install add-ons that keep tab group working, it won't keep re-trying to migrate you, and that we don't impact startup time every single startup trying to ascertain if we should do something about your tab groups.
