For some odd reason "Never remember history" totally hides the UI hinting whether one is in PB mode[1]. So that also ends up hiding all the UI hinting that "Use Tracking Protection in Private Windows" might be effective (except if one looks at web console to see the warnings). [1] it is unclear to me how "New window" differs from "New private window" differ in this state.
