I don't know which Bugzilla skin you're using. I'm using the Classing skin with JS enabled, and there I see an (edit) link immediately after the "User story" title. If you have editbugs privileges (see https://bugzilla.mozilla.org/userprefs.cgi?tab=permissions) you should see it too.

Seems I have no permissions so that explains it:)

Did you already ask for permissions upgrade to "editbugs" due to <https://bugzilla.mozilla.org/page.cgi?id=get_permissions.html>?

Draft for announcements e-mail texts
User Story: (updated)
Step 1. Create a list of contacts for various tech-news sites and publications. And save it somewhere useful
Step 2. Write press releases. Apparently there is a standard format or template that can e used. To start off we could borrow what mozilla marketing uses.

Try Mozilla pastebin or Mozilla wiki
news.softpedia.com has a frequently updated Linux/FOSS section:
http://news.softpedia.com/cat/Linux/
Story submission is here: http://www.softpedia.com/user/contact.php

However I think Seamonkey needs at least some kind of release notes to make a meaningful news story.
