In e10s mode, the mochitest dom/workers/test/test_websocket.html frequently times out after a number of IPC errors on win7 debug (not opt). Because this happens so frequently, it will be disabled for win7/debug/e10s in order to allow us to get mochitest-plain running on win7 for e10s. example log: https://treeherder.mozilla.org/logviewer.html#?job_id=15133635&repo=try

The test is moved to https://searchfox.org/mozilla-central/source/dom/websocket/tests/test_websocket1.html. Given there's no new bug based on the new name, we think this doesn't happen anymore.
